Statement on the Recognition of United Kingdom Medical Specialty Qualifications in Cyprus

Cyprus Medical Society UK (CMS UK) is concerned by the uncertainty surrounding the recognition in Cyprus of doctors who have achieved recognised specialist status in the United Kingdom (UK), including General Practitioners (GPs).

Recent public discussion in Cyprus, together with concerns raised directly with CMS UK by members who have encountered difficulties with recognition, has brought renewed attention to an issue that remains unresolved following the change in the recognition framework after Brexit.

These recent developments highlight a much wider concern for the Cypriot medical community in the UK.

For decades, the UK has been one of the principal destinations for Cypriot doctors pursuing postgraduate medical education and specialist training. Cypriot doctors continue to train and practise across the UK healthcare system, with many reaching senior and independent practice across the full spectrum of medicine.

Many will ultimately consider returning to Cyprus.

Following the UK’s departure from the European Union (EU), the framework governing recognition of UK professional qualifications changed. Qualifications obtained after the end of the transition period no longer benefit from the previous system of automatic EU recognition.

The consequences of this change, however, should not be the creation of unnecessary barriers for highly trained Cypriot doctors who wish to return home.

Doctors who have been formally recognised by the General Medical Council (GMC) for specialist practice in the UK have satisfied the requirements of the UK regulatory system for that professional status.

CMS UK believes that this recognition should carry substantial weight in Cyprus.

A Cypriot doctor who has achieved recognised specialist status in the UK should have access to a clear, efficient, transparent and proportionate pathway to recognition in Cyprus.

More importantly, these are doctors whom Cyprus should actively seek to attract back.

They represent years of medical education, specialist development, clinical experience and professional expertise acquired within one of the countries that has traditionally trained a significant proportion of the Cypriot medical workforce.

This issue therefore extends well beyond the recognition of professional qualifications.

It concerns healthcare workforce planning, the relationship between Cyprus and its medical diaspora, and the ability of the country to attract experienced Cypriot professionals back to its healthcare system.

At a time when Cyprus is actively seeking to encourage skilled Cypriots living abroad to return, the professional pathway home must also be clear and realistic.

CMS UK believes that professional standards and patient safety must remain central to any recognition system. These principles are entirely compatible with a framework that properly acknowledges professional status already formally recognised by the UK medical regulator.

Where further regulatory requirements are considered necessary, they should be clearly defined, proportionate and known in advance.

Cypriot doctors currently building their careers in the UK should be able to understand what will be required of them should they later choose to return home.
